You’ll find that each of these will give you a totally different and unique experience.
Xcaret is a lot of fun, a full on tourist must see, kind of like an amusement park, an aquarium and a museum all in one place. I loved it, it’s amusing and amazing but it is just a park, compared to Tulum.
Tulum, is just beautiful, specially if you’ve never seen Mayan ruins. Just the combination of the antiquity and symbolism of it all and the white sands and turquoise sea of the Caribbean is an experience within itself. You can see the ruins, go to the town itself, spend sometime in the tourist area (food & drinks) and even visit the nearby town of Playa del Carmen, a trendy alternative to resort filled Cancun.
Personally I’d go to Tulum and save Xcaret for another time, considering all the climate changes and what not, Tulum might not be around in the condition it is, for much longer.
And if you’re on a budget, well, Xcaret is as expensive as any other amusement park, and visiting the archaeological site in Tulum (I’m not 100% sure how much) is probably pretty inexpensive as it is maintained and run by the Mx. Gov.
I can’t tell you much about Isla Mujeres, since I’ve never been there. But I hope this helps.
